DAGANG NET’S ePERMIT IS NOW FULLY PAPERLESS AT 11 ‘OTHER GOVERNMENT AGENCIES’ TO EXPEDITE IMPORT / EXPORT ACTIVITIES

Kuala Lumpur, October 15, 2007 - The task of obtaining the necessary permits for imports and exports is now made easier when Dagang Net Technologies Sdn Bhd (Dagang Net), Malaysia’s leading e-commerce service provider that operates the national electronic trade facilitation service, “Sistem Maklumat Kastam-Dagang*Net” (SMK-Dagang*Net), today announced that its web-based permit application system ePermit has not only gone ‘live’ at 17 permit issuing agencies ( termed as OGAs or ‘Other Government Agencies’) but is now ‘fully paperless’ at 11 of these agencies.

To help expedite import export activities, Dagang Net’s ePermit today has taken a step further to make electronic permit applications a ‘fully paperless’ process for Malaysia. The robust system allows permit applications to be done in a paperless and virtual way via the Internet. Permit applications have now become completely seamless and fully paperless from initial application submission right up to review and finally issuing of permits in electronic formats. This would help realize time savings, allows ease of use and more significantly, saves trips to the relevant Government agencies.

“Imagine the ease and convenience of being able to undertake permit applications in a completely paperless way and more so when the business community can now receive their approved permits electronically via the Internet. This can help spur import export activities and the 10,000 importers and exporters in the country are expected to benefit tremendously from the implementation of this fully paperless initiative,’ said Encik Zulkifli Harun, Chief Executive Officer of Dagang Net.

ePermit applications are now completely paperless at the following 11 OGAs - FAMA, Pesticides Board, Malaysian Cocoa Board, Department of Environment, Malaysian Pineapple Industry Board, Paddy & Rice Industry Division, Department of Fisheries, Royal Malaysian Police, Pharmaceutical Services Division, National Tobacco Board and the Film Censorship Board.

ePermit’ is a web-based permit application system built by Dagang Net to enable importers, exporters and forwarding agents to apply for import and export permits from OGAs and obtain their approvals via the Internet. Approved permits will then be transmitted to the Customs’ Sistem Maklumat Kastam (SMK) electronically for validation and cross-reference purposes against Customs declarations. To file permit applications electronically, all the operator need is a personal computer, web browser and an Internet connection. Each OGA has specific requirements such as consignment details, quota details, grading summary and product databases. The system has three main modules, each designed for different user groups, i.e importers/exporters, forwarding agents and OGAs.

Hailed as Malaysia’s first, ePermit is designed to be the one-stop single gateway that links 23 permit issuing agencies, the Royal Malaysian Customs, importers, exporters and forwarding agents to facilitate a more effective and responsive import/export declarations and permit issuance system for the import and export of goods in and out of Malaysia.

The turnaround time for the processing and issuing of import and export permits is now reduced from the normal 2 - 7 working days to a speedier half the day or even half an hour for some agencies.

Malaysia implemented its first e-permit initiative when Dagang Net’s ePermit went ‘live’ in 2005 at the Federal Agriculture Marketing Authority (FAMA) and soon followed by Pesticides Board (Bahagian Kawalan Racun & Makhluk Perosak ).

In 2006, Dagang Net’s ePermit went ‘online’ at the Malaysian Cocoa Board (Lembaga Koko Malaysia), Department of Environment (Jabatan Alam Sekitar), Malaysian Pineapple Industry Board ( Lembaga Perindustrian Nanas Malaysia ), Paddy & Rice Industry Division ( Bahagian Industri Padi & Beras), Department of Fisheries (Jabatan Perikanan Malaysia), Sarawak Timber Industry Development (Perbadanan Kemajuan Perusahaan Kayu Sarawak), Royal Malaysian Police ( Polis DiRaja Malaysia ) and the Pharmaceutical Services Division ( Bahagian Perkhidmatan Farmasi ) of the Ministry of Health.

In 2007 alone, ePermit went ‘live’ at the National Tobacco Board ( Lembaga Tembakau Negara), Film Censorship Board (Bahagian Kawalan Filem), Standards & Industrial Research Institute of Malaysia (SIRIM), Crop Protection & Plant Quarantine Division (Bahagian Perlindungan Tanaman & Kuarantin Tumbuhan), Atomic Energy Licensing Board (Lembaga Perlesenan Tenaga Atom), Department of Veterinary Services Malaysia (Jabatan Perkhidmatan Haiwan), Construction Industry Development Board (Lembaga Pembangunan Industri Pembinaan) and soon the Department of Wildlife (Jabatan Perlindungan Hidupan Liar & Taman Negara ).

“The online ePermit currently has registered about RM 12 billion worth of combined annual trade buying volume flowing through its gateway thus making ePermit a significant gateway that has enormous potential to assist in the development of Malaysian international trade,’ said Zulkifli.

Zulkifli added that this is because online paperless trading can open huge global business opportunities, reduce administrative and time costs, increase efficiency, improve productivity or quality of life and more importantly facilitate greater participation of small businesses in the international trade arena. He said that local produce can now be delivered to the export marketplace faster because ePermit is paperless and eliminates the need to complete numerous paper-based trade documents with the same information again and again.

“Since 2005, we have collaborated and facilitated the daily permit applications of these 17 OGAs. As such since ePermit today yields a better understanding of the these agencies’ workflows and goals, we are now gearing up to launch the next phase of ePermit - a ‘One-Stop Centre’ for permit filing, processing and permit issuance,” Zulkifli revealed.

He emphasized that upon the targeted full implementation of the user-friendly ePermit by all the 23 OGAs, ePermit is set to spur Malaysia’s competitive edge in the global marketplace via this ‘One Stop Centre’ that aims to ease trade facilitation by consolidating and centralizing all permit processing activities into one single entry point or gateway and that is, via ePermit.
“To date, we have invested almost RM20 million to upgrade and transform this system into a next-generation, one-stop trade centre to facilitate the nation’s international trade. Our plan is to complete the entire exercise by 2008,” he added.

Zulkifli also pointed out that this one stop initiative is expected to benefit importers, exporters and forwarding agents who can now enjoy instant and convenient 24/7 nationwide access to their permit status at anytime and from anywhere where there is Internet access.
“We believe the integration of the ePermit system into a convenient one stop centre for Malaysia can facilitate even greater collaboration among all OGAs for it is through such a concerted effort that we can all achieve a similar national goal , and that is, to spur Malaysia’s economic growth and global competitiveness by improving trade facilitation,” Zulkifli continued.
